R&D and Design Center Establishment Services
Technical
- Organizing the physical structure and personnel structure of the center in compliance with the relevant regulation,
- Planning short- and long-term investments to be made in the physical area,
- Defining the R&D center organizational chart and integrating it into the company organization,
- Compiling the R&D history and identifying the established R&D activities conducted within the organization prior to the center’s establishment,
- Embedding and systematizing an R&D culture within the center to be established,
- Defining the center’s outputs and planning a company-specific structure for these outputs, including the development of new products and technologies, related projects, and patent and other intellectual property strategies,
- Determining short-, medium-, and long-term R&D strategies,
- Developing the central R&D knowledge base,
- Providing information on project management and communication management within and outside the center,
- Defining the formation processes of projects from idea to product,
- Defining a project- and patent-based reward and performance system,
- Preparing R&D projects together with the company representative and providing the necessary training,
- Preparing the R&D center application file and submitting it online through the system,
- Preparing presentations to be delivered to the monitoring academics and ensuring that company representatives are ready for the presentation,
- Carrying out preparations prior to participation in the final evaluation and audit commission panel to be conducted by the Ministry.

- Providing information on tax incentives under Law No. 5746,
- Establishing an expenditure system for expenses incurred/to be incurred within the R&D Center.
R&D and Design Center Sustainability Services
Following the registration of the R&D/Design Center, the technical and administrative services we provide in line with the needs of the company and its R&D structure, to enable the center to achieve the expected objectives before the Ministry of Industry and Technology and the Ministry of Treasury and Finance, are as follows:
R&D Center Sustainability Services – Technical
- Reviewing and revising the company’s R&D strategies in light of factors such as competition, technological knowledge, production capabilities, investment opportunities, and costs,
- Revising the R&D center structure in line with the defined strategies, including establishing or restructuring R&D mechanisms within the R&D system,
- Establishing the structure for basic research and the initial conversion of knowledge into value,
- Managing knowledge and ensuring its integration into the R&D structure,
- Operating R&D stages through the mechanisms established,
- Controlling all inputs in line with the corporate R&D structure, including regularly recording and reporting data from senior management, sales and marketing departments, customers through the CRM department, field sources, competitor analyses, and similar sources,
- Technology and competitor analysis,
- Developing and disseminating patent and other intellectual property strategies,
- Developing the project management structure,
- Maximizing the use of R&D-related support mechanisms,
- Providing support for work related to the assignments given by the application evaluation commission,
- Institutionalizing interaction with other departments,
- Establishing the information management system of the R&D structure in accordance with company priorities, including a responsive R&D structure to meet customer demands more quickly,

- Conducting annual amount reviews and detailed controls of expenditures subject to the R&D deduction by main groups,
- Reviewing income tax incentive amounts available to personnel working in the R&D center,
- Providing support regarding social security incentives and practices applicable in the R&D center,

Establishment Services
This scope covers the technical services provided under Law No. 4691 on Technology Development Zones, particularly for entrepreneurs developing technology or software products, in relation to their establishment activities within technology development zones and technoparks.
- Researching and contacting TDZs suitable for the enterprise,
- Informing the enterprise about the TDZ application procedures,
- Carrying out TDZ preliminary application procedures,
- Determining the TDZ organizational structure and integrating it into the company organization,
- Evaluating the technical and technological suitability of the project idea for R&D activities,
- Preparing the R&D project file,
- Defining the development processes of projects from concept to product,
- Supporting the preparation of the project business plan and budget,
- Completing system entries on the Technopark portal,
- Checking the compliance of personnel defined and intended to be added as R&D personnel with Law No. 4691 and creating personnel cards,
- Providing guidance to ensure the effective implementation of remote working rights,
- Classifying IT personnel and completing DGS entries accordingly,
- Embedding and systematizing an R&D-oriented mindset within the center to be established,

- Preparing the project presentation if requested during the evaluation process,

Operational Management Services
The services we provide in technical and administrative matters to ensure that the activities of technology, software, or R&D/Design Center companies operating within TDZs/Technoparks are conducted regularly and that their objectives are achieved are presented under the following headings.
Technical Operations Management (Projects, portal, public/university collaborations, and other technical activities)
- Evaluating projects for compliance with the definition of an R&D project under Law No. 4691 and for their R&D qualifications; identifying points that may be subject to review comments; providing training on patent research to support the assessment of patentability; and assisting in presenting the innovative aspects of projects in a clear and understandable manner,
- Supporting the preparation of project progress information cards,
- Supporting the preparation of the project work plan in accordance with project management methodology,
- Carrying out work related to the project completion certificate,
- Providing support for exemption and activity reports to be submitted through the TDZ portal,
- Providing information on the process if the R&D project output is subject to patent protection,
- Providing information on TÜBİTAK and KOSGEB support program calls,
- Providing information on scientific events that R&D personnel may attend,
- Reviewing the organizational chart and providing comments,
- Supporting academician research for university-industry collaboration and providing comments during the preparation of cooperation agreements,
- Providing support regarding notifications for time spent outside the zone,
- Supporting research into scientific databases that may be subscribed to.
Administrative Operations Management (Tax, Social Security, and Other Practices)
The scope of services to be provided at this stage consists of consultancy on matters that must be considered from a tax and social security legislation perspective in relation to activities to be carried out within the technology development zone, as well as on incentives available to institutions.
- Providing support regarding the implementation of tax incentives available under Law No. 4691,
- Ensuring full and effective utilization of all tax exemptions and deductions available under Law No. 4691,
- Reviewing the income tax exemption amounts applicable to personnel assigned within the Technology Development Zone (TDZ),
- Providing support regarding social security incentives and practices applicable within the TDZ,
- Presenting all controls carried out in relation to the TDZ in report format.
