Metin PEKTAŞ

Partner, Competition Law/Antitrust

Metin Pektaş is a competition law practitioner with over 20 years of professional experience. Before joining NAZALI as a Competition Law Partner, Metin served at the Turkish Competition Authority (TCA) from 2004 to 2017 in various roles, including Junior and Senior Case Officer, Advisor to the President, and Training Coordinator.

He completed his undergraduate degree in Political Science and Public Administration (major) and Economics (minor) at Middle East Technical University (METU) in 2004. He received his first Master’s degree in Science and Technology Policy from METU in 2011 and in International Development Policy from Duke University in the United States in 2013.

During his 13-year tenure at the Competition Authority, Metin participated in numerous antitrust investigations, as well as merger and acquisition cases across various industries including energy, cement, iron and steel, chemicals, mining, banking and finance, healthcare, agriculture, and various service industries. In the last five years of his tenure at the TCA, he served as team leader on several cases.

He was involved in the review processes for major privatizations of state owned companies, including Erdemir, Başkentgaz, Mazıdağı phosphate facilities, electricity distribution and electricity generation companies. He also contributed to the preparation of the Electricity Market Inquiry Report published by the TCA in 2015.

In addition, during his time at the TCA, he participated in numerous legislative initiatives—most notably the Communiqué on Mergers and Acquisitions and the Communiqué on File Access and Trade Secrets—and coordinated the professional training of newly recruited TCA experts. He also contributed to capacity-building programs for the competition authorities of Cyprus, Pakistan, and Azerbaijan.

Metin attended and contributed to numerous international conferences and meetings on competition law and policy, including those organized by the OECD, ABA (American Bar Association), ERA (Academy of European Law), and ICF (International Competition Law Forum). From 2015 to 2017, he served as Advisor to the President of the Competition Authority for nearly three years.

In 2012, he joined U.S. Federal Trade Commission (FTC) for three months as an international fellow, where he worked on a natural gas merger case in Alaska.

In early 2017, he joined CK Energy, one of the major players in the electricity distribution and retail sector, as Competition Compliance Director at CK Enerji where he established and structured the compliance unit. In this role, he continuously reviewed the strategies, business processes, and field practices of the group’s electricity distribution companies, supply companies, and SPVs, ensuring full compliance with competition law.

Prior to joining NAZALI, he acted for nearly one year as General Manager of Tarım Kredi Holding, the parent company of 12 firms producing agricultural inputs and services, where he managed the establishment and structuring of the holding company. During this period, he oversaw budgeting, performance management, and business development for the 12 leading companies in the agriculture sector, while also conducting market analysis studies related to the industry.

Recognized by leading international legal directories such as Legal 500 and Chambers & Partners as one of Turkey’s foremost competition law experts, Metin Pektaş established the competition law department at NAZALI in mid-2019. As the leader of NAZALI’s competition law team, he currently advises major companies across a wide range of sectors industries including energy, retail, digital markets, pharmaceuticals, food, and fast-moving consumer goods, on competition law compliance, represents clients in TCA defense proceedings, and manages administrative litigation processes together with litigation teams.
